It says for this point system that a beginner has 850 or less. Can they have 0? I don't even know how to go about getting points living in south florida.

These player points are based on the IFP Tournaments, see the link below for the 2007 schedule (not all events here are IFP). Basically, if you don't have any points on file (i.e. you haven't been to any tournaments) you will start at 800 as a beginner.
